Abstract
Institutions are facing a global context and their characteristics are the high speed of the changes,
in which knowledge is acquiring paramount importance, which has forced to be flexible to adapt and
identify opportunities in their scenarios. Institutions of higher education in Mexico have shown
greater sensitivity to adapt to those changes. Reviewing of organizational forms, models, systems,
procedures and instruments becomes more urgent to learn the dynamics and get inserted in an
effective and efficient manner.
Universities must have the ability to be analyzed as an object of study, scrutinized thoroughly from
different angles, and with greater objectivity, try to discover their opportunities and threats, in order
to become smart organizations.
This document is the result of research carried out by review of public sources and documents,
testimonials, official records, interviews, observation and survey which responds to the following
objective: to analyze the methodological process for the study of organized anarchy, dependent on
a centralized structure of the national system of higher technological education, based on a support
of theories of loosely coupled system, chaos and organized anarchy.

Introducción
Las oportunidades de decisión son estímulos fundamentalmente ambiguos,
este tema corre por varios estudios recientes de la elección de la organización.
Aunque negociando, ellas proporcionan también los conjuntos de procedimientos
por los cuales los participantes llegan a una interpretación de lo que ellos hacen y
lo que ellos han hecho, mientras están en curso de hacerlo. Desde este punto, el
fenómeno de una organización es una colección de elecciones investigando
problemas, los asuntos y sentimientos son indagados en situaciones de decisión,
en que ellos quizás sean la respuesta y los tomadores de decisiones buscan el
trabajo.
