The long standing prohibition decrees, including Costa de Hermosillo and Caborca
aquifers, have not appeased the abatement of water tables. They have resulted, at
the most, in palliative measures. This overexploitation continues to substantially
hamper these regions in ecologic and socioeconomic terms. Saline intrusion due to
water overdraft is already present in both districts. Effective individual decisions
over a joint privatized natural resource face difficulties for a sustained
management. Collective agreements basically among agricultural water rights
proprietors, convey difficulties in accommodating all interested parties. Moreover,
with an increasing water shortage, the need to increase technical and economic
efficiency could not be overstressed.
Both in California and Sonora, the climate is hot and dry, with a well-drained soil.
Their water provision for agriculture is dependent on irrigation. Regarding United
