entitlements to such flows. Besides, it curtails water supplies to Ciudad Obregon,
located in the southern portion of the state of Sonora. The inner state conflict has
reached the Mexican Supreme Court. In January 2015, a diversion to the extent of
75 million of cubic meters, has been approved by this legal body. At the same time,
the negative environmental impact by the complainant parties (i.e. municipalities of
San Ignacio Río Muerto and Cajeme) are to be proven.
Caborca, the second table grape production district in Sonora, is located in the
northern part of the state. The average annual rainfall is below 150 mm (Vega-
Granillo
et al.
2011). With water withdrawals estimated at 308 Mm

and an aquifer
recharge of 213 Mm

, the annual deficit is estimated at close to 95 Mm

As a
result, it bears an overexploitation index of 1.45. Since 1962, there has been a ban
imposed to the Caborca aquifer for new extraction facilities. However, new wells for
residential use, in accordance with a 1978 agreement, are exempted from this
restriction.
